Robinson Gardens Facelift Nears Halfway Completion Point

Robinson Gardens Apartments in the Pine Point neighborhood, where a $6.7 million construction project is underway, bringing new doors, windows, siding and sidewalks to the 136-unit family Springfield Housing Authority development.

The $6.7 million federalization project at Robinson Gardens Apartments is nearing the halfway point, with new siding, windows, sidewalks and steps on display at many of the 136 units in the Pine Point section of the city.

The state Department of Housing and Community Development-funded project, on the heels of $700,000 in federal American Recovery and Reinvestment Act money for interior work at Robinson Gardens, has been underway all summer – one of the hottest in memory – and is slated to be complete at the end of the year. Once inspections are complete, it will bring the family development into SHA’s federal portfolio, meaning greater reimbursements for tenants.

The work underway is the last of three SHA federalization projects. The others are a $3.7 million project at Reed Village, which is complete, and a $6.7 million project at John J. Duggan Park Apartments, which should be complete this fall. In total, including both federal ARRA and state funding, the work has brought $19.3 million in economic development to the city.

Workers put up siding at Springfield Housing Authority’s Robinson Gardens Apartments, where a $6.7 million improvements project is halfway done.

“Federalization of the SHA three state family developments constitutes the most important and major improvements to our developments that the SHA has made since the original construction of those developments,” said SHA Executive Director William H. Abrashkin.

“This work is extremely complex, involving major capital upgrades and also many operational improvements that will enhance the quality of life for all residents of those developments. Our staff at all levels is performing this work with a high level of professionalism and expertise,” he said.

At Robinson, contractors are quickly adding the siding and windows that are the signatures of the federalization work, and tenants are reaping the benefits of energy efficiency, improved safety, and a much better overall look for their neighborhoods.

“It’s looking really good,” said Robinson Gardens resident Kathy Collazo.

“It looks cleaner and better, and it makes us feel a whole lot better being here,” she added. “It gives us a sense of pride.”

Tanisha Harris, who is vice president of the Robinson Gardens Tenants Council, agreed.

“It’s coming along nicely,” Harris said. “It’s definitely going to be nice and fresh. Everybody loves neat and clean.”

Contractor Edy Ambroz, owner of Structures by Design of Northampton, is installing siding at Robinson Gardens. She, too, is pleased with the way the development is shaping up. The summer heat waves made for some tough days, however.

Subcontractor Edy Ambroz, owner of Structures by Design of Northampton, said work at Springfield Housing Authority’s Robinson Gardens Apartments is progressing smoothly in spite of a hot summer.

“It’s going well. We’ve done several buildings now and we’re in good shape. On the hot days, two of us go through four gallons of water.”

At Reed Village, where work is complete, residents say they appreciate the new exteriors.

“It looks really nice. We like the way it came out,” said resident Juanette Serrano.

General contractor at Robinsons Gardens is RAC Builders of Agawam.
