  • Housing Choice Voucher Program Project-Based Assistance

    Housing Choice Voucher Program Project-Based Assistance

     

    The Springfield Housing Authority (SHA) is making available up to 36 project-based vouchers for new construction efficiency units located in Hampden County.  Property owners or managers may apply to include one or more units in the program, at one or multiple sites.  If a property owner or manager is proposing to include multiple properties, the proposer must submit a separate application for each property.  SHA seeks units scattered throughout the Hampden County area.  In the Project-Based Housing Choice Voucher (PBV) Program, the housing subsidy is “attached to the unit.”

    Proposal packages may be obtained at the SHA Purchasing Office, 60 Congress Street 4th Floor, Springfield, MA 01104; Monday through Friday between 8:00 AM and 4:00 PM beginning on June 20, 2023..  Proposal packages can be requested by sending an email to Santina Chiusano at schiusano@shamass.org.

    Proposals must be submitted no later than 10:00 AM Wednesday July 19, 2023.

    A pre-proposal conference will be held on Wednesday July 12, 2023 at 10:00 AM.  The conference will be held at the Springfield Housing Authority’s Executive Office Conference Room located on the 4th Floor.  Attendance at the pre-proposal conference is not mandatory, but is strongly encouraged.  Failure to attend the pre-proposal conference shall be no defense in failure to perform the contracts terms and conditions

    The award of this contract shall be governed by the Procurement Policy of the SHA, Mass. General Law’s c.30B and Title 24 of the Code of Federal Regulations (CFR) 2 Part 200 and applicable HUD regulations regarding competitive proposals.

    Housing Choice Voucher Program Project-Based Vouchers

    CHESS Program

    The Springfield Housing Authority (SHA) will receive sealed proposals for its Housing Choice Voucher Program Project-Based Vouchers for the CHESS (Community Housing that is Earned, Safe and Supportive) program.  The SHA will make available up to seven (7) project-based vouchers for efficiency, one-bedroom, two-bedroom, and efficiency units located in Hampden County.

    Proposal packages may be obtained at the SHA Purchasing Office, 60 Congress Street, Springfield, MA 01104; Monday through Friday between 8:00 AM and 4:00 PM beginning on June 20, 2023.  Proposal packages can be requested by sending an email to Santina Chiusano at schiusano@shamass.org.

  • Request for Bids – Boiler Replacement

    The Springfield Housing Authority, the Awarding Authority, invites sealed bids for boiler replacement at Riverview Apartments, 82 Division Street in Springfield, Massachusetts with the documents prepared by Robert Hall Engineers.

    The Project Consists of:

    Replacement of existing heating boilers with new high efficiency boilers. Misc. concrete and electrical work to support. Heating system replacement includes but is not limited to replacement of the boilers, pumps, air separators, new control valves tied into existing thermostatic control, new demand control, venting and combustion air piping and insulation. Work will be conducted during the heating season and as such appropriate phasing to allow the continued use of the single operational boiler is required.

    The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C 1701u).

    The work is estimated to cost $75,000.00

    Bids are subject to M.G.L. c.149 §44A-J , CFR 2 Part 200, and subject to Davis-Bacon Wage Rates

    General Bids will be received until 2:00 PM, Wednesday October 19th, 2022 and publicly opened

    Bids shall be accompanied by a bid deposit not less than 5% of the greatest possible bid amount (considering all alternates) and made payable to the Springfield Housing Authority . This project is being Electronically Bid (e-Bid). All bids shall be submitted to www.Biddocsonline.com. Hard copy bids will not be accepted by the Awarding Authority. E-Bid tutorials are available online at www.Biddocsonline.com . Bid forms and contract documents are available by pick-up at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167)

    A 50% Payment Bond will be required when contract is awarded.

    A pre-bid conference will be held at 10:00 AM on Tuesday, October 5th 2022 at 82 Division Street, Springfield, MA 01107 with the Engineer and a representative from the Springfield Housing Authority. Failure to attend the pre-bid conference or visit the site shall be no defense in failure to perform the contract terms.

  • Advertisement for HVAC RFQ

    REQUEST FOR QUOTES

     

    The Springfield Housing Authority will receive quotes for the furnishing of all labor and materials for maintenance HVAC services for the Springfield Housing Authority’s office at 60 Congress St., Springfield MA. This contract will be for three (3) years, commencing or about August 1, 2022 until July 31, 2025 pending availability of funds for years two and three.  In the SHA’s sole discretion, this contract may be renewed for a period of up to two (2) additional one (1) year terms. The total duration of the contract, including all options, shall not exceed five (3) years.

    The Contractor shall perform and furnish all necessary work and insurance affidavits required as described herein.

    Quotes shall be submitted in duplicate on forms furnished by the Springfield Housing Authority. Envelopes must be clearly marked “RFQ HVAC”.

    Quotes will be received until noon, on Monday, July 25, 2022 via USPS to Springfield Housing Authority Purchasing Department, located at PO Box 1609, Springfield, Massachusetts 01101, or via email to hcoro@shamass.org.

    Appointments will be made to see roofing units by contacting Howard Coro @ 413-426-5176.

    The SHA reserves the right to reject any and all proposals or parts therein.  Award of this contract is subject to approval by the SHA Board of Commissioners.

  • Invitation for Bids – Office Cleaning Services

    The Springfield Housing Authority (SHA) is accepting sealed bids for Office Cleaning Services. Bids will be received until 2:00 PM on Tuesday, May 10, 2022 at the Procurement office, 60 Congress Street 4th Floor, Springfield, Ma 01104

    This contract will be for approximately three (3) years, commencing on date of award until May 31, 2025 pending availability of funds.  The contract will be in the SHA’s sole discretion.  The total duration of the contract, including all options, shall not exceed three (3) years.

    A walkthrough of the Office Space will be on May 4, 2022 at 11:00 AM.  The walkthrough is not mandatory.  Failure to attend or visit the premises shall be no defense in failure to perform contract terms.

    Bid forms, and General Instructions and Conditions, are available by sending an email request to procurement@shamass.org

    The SHA reserves the right to reject any and all bids or parts therein.

    The terms and conditions of the contract are outlined in the Bid Request Documents.

    The contract award will be governed by the SHA Purchasing Policy, Massachusetts General Laws c.149, 2 CFR Part 200 and the provisions of the “Instructions to Bidders”. This contract must be approved by the Springfield Housing Authority Board of Commissioners prior to contract execution.

The SHA reserves the right to reject any and all proposals or parts therein. Award of contracts in excess of $25,000.00 is subject to approval by the SHA Board of Commissioners. It is the responsibility of any vendor to periodically check the web site to confirm addendum or submission deadline changes. Therefore, it is ultimately the responsibility of the vendor to ensure that they have a complete and accurate solicitation package, and any addenda issued, if any, before submitting their formal bid or proposal package to the Authority.
