The results are the procurement of quality goods and services in a fair, open, competitive and respectful process for everyone involved.
The SHA procures a wide range of goods and services which includes but is not limited to the following: office and facilities materials and supplies, architectural design services, construction services, legal services and insurance services.

The SHA purchases a wide variety of office and facilities materials, supplies, and services from a large number of outside vendors. It is the policy and practice of the SHA Procurement division to afford qualified vendors maximum opportunity to participate in contracting opportunities. The results are the procurement of quality goods and services in a fair, open, competitive and respectful process for everyone involved.
Traditionally, information about business opportunities with the SHA has been provided via newspaper advertising, entry in the Central Register and the Goods and Services bulletin, and also has been posted in the SHA Procurement Office. The SHA will continue to follow these procedures, which are available to all potential vendors. The SHA will also continue to list current business opportunities below.
The SHA allows potential vendors to register to receive email notifications of business opportunities with the SHA within any commodities and/or service areas for which they have registered. Closing Date: July 31, 2025The Springfield Housing Authority (SHA) will receive sealed proposals for its Housing Choice Voucher Program Project-Based Vouchers for the FCH (Federal Chronically Homeless) program. The SHA will make available up to sixty (60) project-based vouchers for efficiency and one-bedroom units located in Hampden County.
Proposal packages may be obtained at the SHA Rental Assistance Office, 165 Liberty Street, Springfield, MA 01103; Monday, Tuesday, Thursday and Friday between 8:00 AM and 4:00 PM beginning on June 16th, 2025. Proposal packages can be requested by sending an email to Matt Rogers at mrogers@shamass.org.
Proposals must be submitted no later than 10:00 AM Thursday July 31st, 2025.
A pre-proposal conference will be held on Wednesday July 2nd, 2025 at 10:00 AM. The conference will be held at the Springfield Housing Authority’s Executive Office Conference Room located on the 4th Floor. Attendance at the pre-proposal conference is not mandatory, but is strongly encouraged. Failure to attend the pre-proposal conference shall be no defense in failure to perform the contracts terms and conditions.
The award of this contract shall be governed by the Procurement Policy of the SHA, Mass. General Law’s c.30B and Title 24 of the Code of Federal Regulations (CFR) 2 Part 200 and applicable HUD regulations regarding competitive proposals.
IMPORTANT NOTICE TO POTENTIAL VENDORS: Springfield Housing Authority issued contracts are governed by the SHA Procurement Policy, Massachusetts General Laws c.30B, Title 24 of the Code of Federal Regulations (CFR) 85.36 and applicable HUD regulations regarding competitive proposals. The SHA reserves the right to reject any and all proposals or parts therein. Award of contracts in excess of $25,000.00 is subject to approval by the SHA Board of Commissioners. It is the responsibility of any vendor to periodically check the web site to confirm addendum or submission deadline changes. Therefore, it is ultimately the responsibility of the vendor to ensure that they have a complete and accurate solicitation package, and any addenda issued, if any, before submitting their formal bid or proposal package to the Authority.
