    The Springfield Housing Authority is seeking On-Call Architecture & Engineering Professional Services associated with the design and supervision of various public construction projects for a period of 3 years.  It is anticipated that a schedule of rates will be negotiated for the contract, and task orders developed and negotiated for specific projects.  The scope of individual assignments may include, but not limited to: elevator modernization, planning, utility system evaluation and design, site work, roofs, replacement of electrical panels, plumbing, kitchen cabinet replacement, window replacement, bathroom renovations, asbestos and lead based paint removal, project consultation and management, feasibility studies, physical needs assessments third-party evaluations, design for renovations and/or repairs, design for new construction, project management and construction supervision or management services.


    Interested parties may obtain a copy of the Request for Qualifications (RFQ) on May 11, 2022 at the Springfield Housing Authority, 60 Congress Street 4th Floor, Springfield, MA 01104 between the hours of 8:00 a.m. and 4 p.m.  The RFQ may also be obtained by email (jhealy@shamass.org)Proposals must be submitted to the Springfield Housing Authority no later than 2:00 p.m. on Friday, June 9, 2022.  All inquiries regarding this bid shall be directed to John S.     The SPRINGFIELD HOUSING AUTHORITY, (the Owner and Awarding Authority), invites sealed bids from ROOFING CONTRACTORS for construction of REPLACEMENT of ROOFS, GUTTERS and DOWNSPOUTS at its Morris School Extension 667-7 Elderly Housing development located in Springfield, Massachusetts; in accordance with the documents prepared by Leon Pernice And Associates Inc., AIA, Architects-Planners-Interior Designers, 34 Mt. Pleasant Avenue, West Springfield, Massachusetts.

    The Project consists of removal of asphalt shingle roofing systems, flashings, gutters, downspouts, accessories and related work and their replacement with similar systems and items; also, new attic insulation; all on six existing buildings.

    Due to COVID-19 restrictions, the Notice to Proceed for this Project may be issued as much as 90 days from the date DHCD approves the construction contract.

    The work is estimated to cost $386,555.00 including Base Bid plus 3 Alternates.

    Bids are subject to M.G.L. c.149 §44A-J and to minimum wage rates as required by M.G.L.c.149 §§26 to 27H inclusive.

    This Project is being electronically bid and hard copy bids will not be accepted by the Authority.

    Bids must be submitted electronically at   www.Projectdog.com, and received no later than date and time specified below. Obtain all documents online via the Projectdog code 849458.  For E-Bid Tutorials and instructions on how to register and complete the electronic bid documents, download the “Supplemental Instructions to Bidders for Electronic Bid Projects” from www.Projectdog.com . Call Projectdog, Inc. at              978-499-9014 for assistance (M-F, 8:30AM-5PM).

    Bidders must be certified by the Division of Capital Asset Management (DCAMM) in the ROOFING category of work and must submit with its Bid a DCAMM Certificate of Eligibility and signed DCAMM Update Statement.

    Bidders must agree to contract with minority and women owned business enterprises as certified by the Supplier Diversity Office (SDO), formerly SOMWBA.  The combined participation benchmark reserved for such enterprises shall not be less than 13% of the final contract price including accepted alternates.  Request for waivers must be sent to DHCD (david.mcclave@mass.gov) 5 calendar days prior to the Bid date.  NO WAIVERS WILL BE GRANTED AFTER BIDS ARE OPENED.

    Bids will be received until 2:00PM on 18 May, 2022 and be publicly opened online, forthwith.

    Each Bid shall be accompanied by a Bid Deposit that is not less than five (5%) of the greatest possible bid amount and made payable to the Springfield Housing Authority.

    A pre-bid conference will be conducted on 4 May, 2022  beginning at 2:00PM at the main entrance of the on-site Community Building. Prospective Bidders and related parties are invited to attend.
