INVITATION FOR BIDS
The Springfield Housing Authority invites sealed bids from General Contractors for construction of Site Improvements Moxon Street Apartments, 55-77 Moxon Street in Springfield, MA in accordance with documents prepared by Waterfield Design Group, Inc., dated June 21, 2023.
The Project consists of: Concrete ramps, concrete walkway paving, metal railing, tree removal, bituminous concrete parking paving, bituminous concrete curbs, loam and seeding, chain link fencing, building overhang support and drainage improvements.
The work is estimated to cost: $360,000.00.
Bids are subject to M.G.L. c.30, §39m, Federal Regulation 2 CFR Part 200, and to minimum wage rates as required by M.G.L. c.l49 §§26 to 27H inclusive and to Federal Davis Bacon wage determinations.
The work to be performed under this contract is subject to the requirements of Section 3 of the Housing and Urban Development Act of 1968 (12 U.S.C. 1701u).
THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com . General bids will be received until 2:00 p.m. on Thursday, July 13, 2023 and publicly opened, forthwith online.
There are no filed sub-bids.
All Bids should be submitted electronically online at www.biddocsonline.com and received no later than the date and time specified above.
Bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount and made payable to the Springfield Housing Authority.

There is a plan deposit of $50.00 per set (maximum of 2 sets) payable to BidDocsOnline, Inc.
Deposits must be electronically paid or must be a check. This deposit will be refunded for up to two sets for general bidders and for one set for sub-bidders upon return of the sets in good condition within thirty days of receipt of general bids. Otherwise the deposit shall be the property of the Awarding Authority.
Additional sets may be purchased for $50.00.
Bidders requesting Bid Documents to be mailed to them shall include a separate check for $40.00 per set for UPS Ground delivery or $65.00 for UPS Overnight delivery, payable to BidDocs Online Inc. to cover mail handling costs.
A pre-bid conference will be held at 10:00 a.m. on Wednesday, June 28, 2023, in the parking lot of 55-77 Moxon Street, Springfield, MA 01151 with the Engineer and a Springfield Housing Authority representative. Failure to attend or visit the premises shall be no defense in failure to perform contract terms.

INVITATION FOR BIDS – FEE Accounting Services
INVITATION FOR BIDS
The Springfield Housing Authority [“SHA”] requests competitive sealed proposals from qualified offerors to provide the services of fee accounting services and related fiscal management training to SHA’s Director of Finance and other staff members for a (5) five-year period.
Proposal packages may be obtained at the SHA Purchasing Office, 60 Congress Street 4th Floor Springfield, MA 01104, Monday through Friday between 8:00 a.m. and 4:00 p.m. Proposals must be submitted no later than 10:00 am Eastern Standard Time on July 12, 2023 to Santina Chiusano, 60 Congress Street 4th Floor, Springfield, MA 01104. Proposal packages can also be obtained by sending an email request to schiusano@shamass.org
The award of this contract shall be governed by the Procurement Policy of the SHA, Mass. General Laws c.30B and Title 2 of the Code of Federal Regulations (CFR) 200 and applicable Department of Housing and Urban Development [“HUD”] regulations regarding sealed competitive proposals.
The SHA reserves the right to reject any and all proposals or parts therein. Award of this contract is subject to approval by the SHA Board of Commissioners and HUD.
Evaluation and awarding of this contract will be based on fee, demonstrated ability, experience and past performance.
